Robert Biller

Robert BillerRobert Biller has played a leading role in shaping higher education policy and management for more than 20 years. He served as Dean of USC’s School of Public Administration from 1976 to 1982 and then served in various senior administrative positions within the university, most notably Vice President for External Affairs, Vice President for Undergraduate Affairs and Executive Vice Provost. In 1993, he rejoined the School of Public Administration’s faculty. In July 1998 he was appointed Interim Dean of the newly created School of Policy, Planning, and Development.

Public policy, public management, cross national university cooperative agreements, and organizations in periods of uncertainty are among Dr. Biller’s areas of research and action. He is currently conducting a study on the processes of improvement in the Los Angeles County Superior Court.

Professor Biller is a member of the National Academy of Public Administration. He is a past president of the National Association for Schools of Public Affairs and Administration. In 1997, Dr. Biller was elected as a fellow of the California Council on Science and Technology and serves as chairman for the California Student Aid Commission.
